If its not uploaded, I don't think you have any options left other than recovery tool

I haven't used this in a production environment, but I know some of the companies use this method to transfer between multiple Windchill Systems. But i could not retrieve whole assembly or parts from that even though i have never cleared cache memory for a month.

If the recovery tool does not work you can open the files in an text/hex editor. You can find the name at the beginning or end of the file. Rename and copy them to a temp folder. From there you can open it. If you have 100s this would be very painful. I described those many years back in context of corrupt workspace.
You can use Cache Vault type of vault that Windchill uses for storing content files when they are uploaded or checked in to Windchill. One vault of this type is required on the main server and one on each file server on which users can upload files. One function of the cache vault is to provide a consistent initial storage location for each site to minimize the pre-processing required prior to capturing the content. This enables the fastest possible capture of the content and allows the user to continue working while Windchill delivers the content to its final vault location in the background.
For visualization, consider deploying Creo View workers on all Windchill servers with external (replica or master) vaults.

I'm new to windchill customization . Currenly working on windchill 10.1 .I've just learnt to create actions . Now i would like to know about creating a attribute panel configuration. As in creating an action . upon clicking it i want to display certain details . adding groups in panel etc.

We are already implemented this way. Each of the replicas have local cache so the users in the region can upload files directly to the file vault upon upload check in. Additionally we have the proxy configuration set within the file vaults to pick next closets file vault to check if the content is not available on their replica.
The issue at hand here is Creo / Workspace usage and the workspace performance across high latency network performs very poorly. We've done a few tips / techniques around the workspace columns as well but has little relief. Remember that all calls from the client are being made back to the master and the Creo workspace functionality appears quite chatty.
I'm wondering if there are any presentations out there regarding packaging functionality. I've read through the help but I'm looking for more of a tips / techniques information on how to set it up and maintain. This way the global design partner can work in a sudo offline mode, package content and check the package into windchill.

We had a situation recently where we didn't get what we expected when downloading from Windchill to a workspace.
The designer had saved the drawing and assembly file as part of a check-in process. Submitted a promotion request, which was rejected from a bad WTpart EBOM listing. Designer checked out the part and WTpart, made the corrections, checked them back in. Submitted a new promotion request against the drawing, which uses the Load latest rule, and the part/drawing are approved and released. However, the drawing file is pointing to an older version of the assembly and not the latest after the EBOM change. Come forward a few weeks and we go to put the files out to manufacturing, so Add to Workpace is used and low and behold we do not have the latest version model. Nothing was physically changed in the model, so that is ok.
The question being asked is: Is there a way at promotion request time to flag the promoter that the drawing is not utilizing the latest model, even though the latest model has been added to the promotion request because of the Load Latest rule? I do not think we want to modify the promotion request to use As Stored, since that could miss things at multiple levels.

Might be possible with Business Rules - haven't really played with them so I don't know what can be done with them. This is certainly possible thru customization. We are doing this very check (along with many others) on our promotion requests via a custom java class.
