In the OIR file, you would already have the <AttrConstraint id="folder.id".....

Replace it with the following snippet:

<AttrConstraint id="folder.id" algorithm="com.ptc.core.rule.server.impl.GatherAttributeConstraints">

     <Value algorithm="com.ptc.core.rule.server.impl.GetServerPreGeneratedValue"/>

   <Value algorithm="com.ptc.core.rule.server.impl.GetImmutableConstraint"/>       

  </AttrConstraint>
