I see you mention that when you remove the load balancer and directly connect to one of the slaves, Windchill works fine. Have you tried directly connecting to both slave nodes, or did you only test one? If there is an issue with one slave node and not the other, then the issue would appear intermittent, like you describe. The issue would only be seen when the load balancer forwards your request to the problem node.
